In one state you have neon lit Las Vegas casino corridors, the high rise sprawl of Clark County, the college town pace of Reno and Sparks, and hundreds of miles of high desert and mountain ranchland where a single sheriff's deputy covers more square miles than some entire states back east. Buying the right scanner here means understanding which system you are actually trying to hear, not just picking whatever radio has the most bands. This guide walks through Nevada's core radio infrastructure, what is realistic to expect from encryption, and which scanners are actually built to keep up.
Nevada's Statewide Backbone: The Nevada Shared Radio System (NSRS)
Nevada's primary statewide radio network is the Nevada Shared Radio System, known to most listeners simply as NSRS. It is a P25 trunked system built and expanded under a long running contract with Harris, now L3Harris, originally running on older EDACS technology and converting fully to P25 Phase II. NSRS was built to connect Nevada Highway Patrol, the Nevada Department of Transportation, and NV Energy across a state where mountain ranges and open desert make consistent coverage genuinely difficult. As of early 2025, Southern Nevada Highway Patrol, the Clark County side of NHP, completed its move onto the P25 portion of NSRS, closing out one of the longer running technology migrations in the state's radio history.

Las Vegas & Clark County: A System of Its Own
Clark County, home to Las Vegas and most of Nevada's population, does not run its day to day policing on NSRS. The Las Vegas Metropolitan Police Department operates its own dedicated P25 trunked system, coordinated through the Southern Nevada Area Communications Council, with sites spread across the valley and up onto terrain like Frenchman Mountain and Apex Peak. Buyers need to hear this part clearly: nearly all of LVMPD's day to day dispatch and tactical talkgroups are encrypted, so you will not be pulling in routine patrol chatter no matter what scanner you buy. What often stays open are the interoperability and mutual aid talkgroups shared between agencies during larger incidents. The Las Vegas system also transmits from multiple sites at once on the same frequency, known as simulcast, which is a common point of failure for older or budget scanners.

Reno, Sparks & Washoe County
Northern Nevada runs on a separate regional system as well. The Washoe County Regional Communications System, often shortened to WCRCS, is a P25 Phase II digital trunked network tying together the Washoe County Sheriff's Office, Truckee Meadows Fire Protection District, and several partner agencies, with integration into NSRS for state and interagency traffic. The Reno Police Department maintains its own separate trunked channels apart from the shared county system. Expect a genuine mix here: encrypted trunked talkgroups alongside clear analog channels still used for tactical operations, SWAT, and jail communications.
Rural Nevada: Elko, Lyon & Beyond
Outside the two major metro counties, most of Nevada's sheriff, fire, and EMS traffic still runs on conventional analog VHF, relayed through repeater sites on mountaintops chosen specifically to cover the state's difficult terrain. Elko County is a good example: county dispatch runs analog across multiple mountain sites, while the Elko City Police Department runs its own P25 digital channels inside that same county. Lyon County shows a similar split between conventional and digital. Nevada Highway Patrol covers these areas through the statewide NSRS system, backed up by VHF interoperability channels where trunked coverage runs thin.

How Much of Nevada's Traffic Is Encrypted?
There is no single honest answer for the whole state, and anyone who tells you Nevada is one flat percentage encrypted is oversimplifying. Clark County and LVMPD lean heavily encrypted. NSRS and most rural counties carry a real mix of clear and encrypted traffic, especially on fire, EMS, and public works channels. In practice, that means solid access to rural sheriff, fire, and interagency traffic across most of the state, with patchier access once you are inside encrypted urban law enforcement talkgroups, particularly in the Las Vegas valley.

Amazing clear quality on SDS100! Picks up ALL frequencies!
This antenna is insanely great. well made. It picks up police transmissions from Powers and S Carefree in Colorado Springs all the way across town to Monument Police FROM INSIDE MY BEDROOM! Thats 20+ miles of hilly city from inside a bedroom with antenna mag base sitting on a TV stand metal base and no clear line of sight. When I place my Remtronix tri-band rubber duck antenna back on I only get local stuff. Crazier still, my window has metal blinds. In every way youd think signal loss in every way. No, Im even getting signals from Fountain Co, Woodland Park Co, Black Forrest Co, Peyton Co. All areas around me that are 25 to 40 miles away. I pick up state patrol sometimes in Castle Rock Co which is 40 miles away with mountains in front of it. It picks up mountain forestry over 50 miles away at times. SDS100 works under a watt I believe but it makes HIGH efficient use of this antenna. In the photo I swapped mag bases with my Browning/Laird NMO type but its no different or better than the Hustler mag base. its the antenna that shines here. I use the hustler base for my UHF 2 way radios. BUY IT. you will love it on a SDS100 in your car with BNC connections.
this scanner is rocks my area has simulcast distortion my other scanner that I had was not able to handle this mostly because I did not do my research on scanners I used the app before but can't tell who is talking when you use the app works great and programmed and ready out of the box
